General Information
YerelNET is a local government web portal of Turkey which is developed by the Local Government Research and Training Centre of The Public Administration Institute for Turkey and the Middle East and financially supported by the Turkish State Planning Organization. YerelNET have been launched since 1999 in order to collect Turkish data on local governments. YerelNET is an interactive knowledge exchange network that serves local civil servants, academicians and citizens without any fee or password. YerelNET is an effective and easy to access sort of service delivery. Citizens can get maximum benefit from the opportunities of YerelNET.
YerelNET is one of the first unique interactive civil society organization (www.yerelnet.org.tr) for local government established by governmental sites in Turkey. It has expanded number of users day by day since its establishment. YerelNET just uses internet channel. By the contribution of citizens and experts of the site, YerelNET has been updating continuously. YerelNET provides services such as demographical changes of local administrational areas (cities, districts, villages) like census, infrastructural developments, and administrative information to local administration area. Data is collected from 3225 municipalities, more than 500 municipalities’ companies, 35.000 villages and 1.000 local government associations. These unities can get information about the legislation.
YerelNET’s strategies have the same directions with the information society strategy of Turkey published in April, 2006. Especially, YerelNET provides free and alternative solution suggestions not only to local government staff but also to Turkish citizens by preventing digital divide. In the context of e-government and e-local government gate, when YerelNET is evaluated and interactive, it indicated that 3225 municipalities, 81 provincial local administrations, 851 districts, approximately 50 municipality unions, 35.000 villages have standard web pages and single point access. Targets planned by YerelNET project team have similarities with the e-Europe 2005 action plan, Part I in its services, application and context, online public services and e-business applications.
Considering the quality, YerelNET is helping the target audience by making call for bids concerning local administrations, announcing official election results and providing technical platform corresponding local services. Due to the fact that official election results exist since the first elections, local candidates get informed and prepared for the election. Political parties arrange their candidates according to these election results. Through the calls for bids in accordance with the regulations, it is provided that the most appropriate private persons and firms for the bids participate in the service production of the local administrations. It is possible that the municipalities who need to know about the scientific, practical and technical developments in the field of local services may come to know.
Local administrations are getting informed about the regulations concerning the central finance management system and the services, and about the issues that they feel insufficient they can get information from the forum section of our website. Local administrations are citing both what they have done so far, and technical problems. It contains:

The Impacts of YerelNET on Local Governments
It is understood that most of the local governments were unfamiliar to the information technologies. At first, the local governments were uninterested in web site. After the time pass, relevance to site has expanded. Municipalities have begun to use YerelNET more effectively and interactively with publishing local news, activities, administrative issues, and politics. It was difficult to benefit from and take information of local services. Local citizens can follow actual local services. Before YerelNET was established, local citizens had no idea how to apply to local services. Today citizens are very well aware of the services provided by YerelNET because of interactive information.
Local administrations learn the legislation of central government about local services. They can find all of the legislation and its implementation in one place, so they do not loose time with searching. It is impossible that to compare with and benchmarking the performance of their services for local governments.
